Are Phones Banned in Indian Schools? What School Leaders Need to Know in 2026
Partly. India has no national law banning phones in schools. In March 2025 the Delhi High Court rejected a total ban but set guidelines, including a ban on use in classrooms, and states such as Andhra Pradesh and Himachal Pradesh have issued their own bans.
The key national reference is the Delhi High Court judgment of 3 March 2025 (Justice Anup Jairam Bhambhani), which called a complete ban undesirable and unworkable. Its guidelines say schools should, where feasible, have students deposit phones on arrival and collect them when leaving, bar phone use in class, and bar cameras and recording in common areas and school vehicles. The guidelines were sent to CBSE, Kendriya Vidyalaya Sangathan and the Delhi Directorate of Education.
The court said its guidelines update older guidance from 2009 and a 2023 advisory. Education is shared between the centre and the states, so states set their own rules. Andhra Pradesh barred students from bringing phones to school in August 2023. Himachal Pradesh announced a ban in all government and private schools from 1 March 2026. In March 2026 Karnataka said it would frame a law restricting phone use by students under 16.
Under the Delhi guidelines, schools keep discretion over how they apply the rules. Policies should allow phones for safety and emergency contact while blocking entertainment use, be drawn up with parents and teachers, and carry clear, proportionate sanctions such as temporary confiscation. Himachal Pradesh announced a Rs 500 fine and confiscation for students found with phones, plus counselling for parents. Schools also have to teach safe and responsible online behaviour.
Whatever your state or the Delhi High Court guidelines require, lockable pouches let students keep their own phone, locked, from the first bell to the last, so the school does not collect, store or answer for devices. Before The Internet ships lockable phone pouches and unlocking bases worldwide, including to India, and can print the school's name or crest on them. Schools buy them outright: one price, no subscription, lease or per-student annual licence. Send us your student numbers and any written quote you already have, and we will beat it.

Can schools make students hand in phones at the gate?
Yes. The Delhi High Court said that, where feasible, schools should arrange for students to deposit phones on arrival and take them back when they leave.
