Are Phones Banned in Moroccan Schools? The Rules in 2026
Partly. Since a ministerial note of 25 January 2018, pupils and staff may not use mobile phones in Moroccan classrooms. There is no all-day national ban, and since 2025/26 a national guide lets each school set its rules, with phones used in class only with teacher permission.
The rule is a ministerial note from the Ministry of National Education, dated 25 January 2018 and issued under Minister Said Amzazi. It bars pupils, teachers and staff from using mobile phones in classrooms. It is not an act of parliament and does not ban phones from school grounds. Phone use is fully banned during certified exams and continuous assessments, and national law on illicit filming applies.
The 2018 note followed long concern over cheating and classroom disruption. In October 2024, MPs from majority and opposition called for lockers and tighter school rules after a Higher Council for Education report on online abuse among pupils. In July 2025 the ministry said it was finalising a national guide on smartphone use to shape school rules from 2025/26. In September 2026 commentators were still calling for a full ban.
The approach is contractual rather than prohibitive. Pupils sign a student charter and a class charter each year, and phones may be used in class only with the teacher's explicit permission. Each school writes internal rules in line with the national guide, approved by a council of parents and teachers. Named lockers and signal jammers have been proposed in parliament but are not national policy.
Whatever the rule in Morocco requires, lockable pouches let students keep their own phone, locked, from the first bell to the last, so schools, collèges and lycées do not collect, store or answer for devices. Before The Internet ships lockable phone pouches and unlocking bases worldwide, including to Morocco, and can print the school's name or crest on them. Schools buy them outright: one price, no subscription, lease or per-student annual licence. Send us your student numbers and any written quote you already have, and we will beat it.
Frequently asked questions
Is there a law banning phones in Moroccan schools?
No. The current rule is a 2018 ministerial note on classroom use plus a national guide introduced for 2025/26. MPs have pushed for stronger measures, and in September 2026 commentators were still calling for a full ban.
Can our school set stricter rules?
Each school writes its own internal rules in line with the national guide, approved by its management council of parents and teachers. A stricter school rule adopted that way fits the framework.
Are phones allowed during exams?
No. Phone use is banned during certified exams and continuous assessments.
