Are Phones Banned in Ukrainian Schools? Where Bill 15105 Stands in 2026
No. Ukraine has no national ban on phones in schools as of October 2026. Each school sets its own rules, and Bill 15105, which would have restricted phones during lessons, was sent back for revision by the education committee in July 2026.
There is no national law restricting phones in Ukrainian schools. Each school can set its own rules on gadgets, agreed with parents and students. The Education Minister, Oksen Lisovyi, has said a total ban is not state policy, while pointing to options such as storage boxes used in other countries. Rules therefore vary from school to school.
Bill 15105, registered on 27 March 2026, would have amended Article 53 of the Law on Education so that pupils do not use phones, tablets or smartwatches during lessons, except for learning or medical reasons. It was the third such attempt. On 1 July 2026 the education committee recommended returning it for revision. On 24 September 2026 the committee set up a working group to draft rules on devices in schools.
The Education Ombudsman, Nadiia Leshchyk, said the bill lacked detail on enforcement, how devices would be collected and stored, and what happens after a breach. She also noted that phones let children contact parents in emergencies, a real concern in wartime. The committee asked the Ministry of Education to work with schools and families on wider rules.
Whatever rule your school sets, lockable pouches let students keep their own phone, locked, from the first bell to the last, so Ukrainian schools and lyceums do not collect, store or answer for devices. Before The Internet ships lockable phone pouches and unlocking bases worldwide, including to Ukraine, and can print the school's name or crest on them. Schools buy them outright: one price, no subscription, lease or per-student annual licence. Send us your student numbers and any written quote you already have, and we will beat it.

Can a school restrict phones on its own?
