England's School Mobile Phone Ban: What the 2026 Law Means for Schools

England has moved from guidance to law. The Children's Wellbeing and Schools Act, which received Royal Assent on 29 April 2026, includes a duty for schools to restrict mobile phones across the school day, building on DfE guidance from 2024 and 2026 that schools should be phone-free by default.

The Department for Education first issued non-statutory guidance in February 2024, asking schools to prohibit phone use during lessons, breaks and lunch. In January 2026 the guidance was strengthened to say schools should be mobile phone-free by default for the whole day. Then, in April 2026, an amendment added a statutory duty to restrict phones to the Children's Wellbeing and Schools Act, which became law on 29 April 2026. Ofsted already checks that schools have a policy and apply it consistently. Schools should watch for the commencement date and final statutory guidance, which set exactly when the duty applies.

The policy covers the whole school day, not just lessons, with exceptions for medical needs, pupils with special educational needs and disabilities, and some situations such as trips, boarding and sixth-form use. Government gave several reasons: distraction in lessons, behaviour, pupils' wellbeing, and exposure to harmful content online. The evidence is debated. A 2025 University of Birmingham study found no difference in wellbeing between schools with strict and relaxed rules, but its authors concluded that bans alone are not enough, which is a strong argument for enforcement that actually works.

Schools in England have tried several methods: phones off and in bags, collection at the gate, lockers and lockable pouches. Bags rely on trust and are hard to check. Collection makes the school responsible for hundreds of devices. Pouches let pupils keep their own phones all day, locked, so there is nothing to collect and nothing to lose, and they open at a magnetic base at the end of the day. Northern Ireland's 2025 pilot used exactly this kind of lockable magnetic pouch across nine schools.
