School Mobile Phone Rules in Scotland, Wales and Northern Ireland

Education is devolved, so phone rules differ across the UK. Scotland updated its guidance in 2026 and has signalled legislation, Wales opened a consultation on statutory guidance in September 2026, and Northern Ireland ran a funded pilot of lockable magnetic pouches in nine schools from 2025.

Scotland issued guidance in August 2024 that let headteachers restrict or ban phones, and updated it in 2026. The minimum expectation is now that phones are restricted during teaching time, schools are encouraged to consider a whole-school ban, and the Scottish Government has said legislation is coming. The reasons given include distraction, anxiety and isolation, and exposure to harmful content. Many Scottish secondaries have already gone further than the minimum.

In Wales, phone policy has been up to headteachers. On 9 September 2026 the Welsh Government opened a 12-week consultation on statutory guidance that expects phone use to be restricted during the school day, with final guidance due in early 2027. Schools that act now will be ahead of the requirement rather than catching up to it.

Northern Ireland issued non-binding guidance in September 2024 encouraging schools to restrict phones across the whole day. It then funded a £250,000 pilot from September 2025 in which more than 8,000 pupils at nine post-primary schools used lockable magnetic pouches, evaluated by King's College London. Pouches let pupils keep their own phone all day while it stays locked, so schools are not collecting and storing devices.
